What I think may be happening............is they are diverting the sewage under the ground.........and into either the tidal basin or Washington channel....................they say that the water inside the tidal basin is from the Potomac............it cannot be...........b/c if u stand on the bridge towards the Potomac the water inside the basin is flowing towards u................
