Those did not exist before WW2...........just like the Marine bases on Okinawa...................all that was the aftermath of WW2.............the USA occupied the West...............West Germany.........the USSR.............really Russia........occupied the East....................there are probably reminants of the USSR still in Germany...........

The Iron curtain only came down......in 1989.....to 1991........but was in place since 1946 or so...................................an influence that deep does not leave so quickly...........not usually anyways..................

The rationale behind the large number of closures is the strategic functions of the bases, designed to serve as forward posts in any war against the USSR, are no longer relevant since the end of the Cold War.
