Based on my experiences in Manassas detention center for adults in Feb - March 2013.................plus, knowing how the police themselves put drugs into the street...........run prostitution rings.........etc.................and knowing that the USA acquired Nazi scientists........and not all those scientists were rocket scientists............but psychological scientists............i would say that they want a population for experiments............................and since people look down on criminals..........they are just like...........who cares........they are rapists, murderers, child molesters............etc..........when most are probably only petty thieves....................
