Was it done on purpose?  It would not surprise me if they wanted that to happen..

During the 1972 Munich Olympics massacre, the local German police were ill-equipped, inadequately trained, and ultimately failed in their rescue attempts. Their response was widely criticized for numerous failures that led to the deaths of all nine remaining Israeli hostages and one German police officer, Anton Fliegerbauer.
Key Failures and Mishandling
  • Lack of Specialized Training: The German police used in the rescue attempt were not expert snipers and lacked proper sharpshooting equipment, including long-range scopes and night-vision capabilities for their assault rifles.
  • Poor Positioning and Communication: The snipers were poorly positioned at the airfield and lacked radios to communicate effectively with each other or the command post, resulting in a chaotic and uncoordinated response during the shootout.
