Meanwhile, Félix Cortez, a former intelligence officer from Cuba employed by the cartel (primarily Ernesto Escobedo, who ordered the Yacht murders), feigns romantic interest in the executive secretary of Emil Jacobs, the Director of the FBI. She unknowingly reveals information regarding the date of Jacobs' official visit to the Attorney General of Colombia. Cortez delivers this information to the cartel, but Escobedo then burns Cortez's source by ordering Jacobs' assassination as retaliation for the U.S. seizure of cartel money. During his visit, Jacobs and several other Americans in his delegation are killed. Enraged, the President authorizes Operation RECIPROCITY, whose crowning achievement should have been the surgical strike on a drug kingpin's mansion during the meeting of several cartel members, but Escobedo did not attend the meeting, sending Cortez, who was delayed and witnessed the explosion. The President is not happy with the outcome as multiple relatives of the host's family were killed in the bombing, which could be politically disastrous to his re-election.
