Why would Adams Morgan make a perfect place?  For many reasons.........the loud bars.....people going and coming..................EMBASSIES.......smuggling for poorer nations...............all the commotion................noise .............etc.........who is going to notice an adult pulling a kid......parents do it all the time.........b/c some kids are brats.....i was............my parents.........guardians.........grandparents.....would yell at me in public all the time.....b/c i was making so much noise.........so an adult castigating a kid in public is common...........

Kids tend to be shy anyways...................also........DC is the federal government..............sewer covers......outside CVS...........as in....."so and so has his mind in the sewer......or the gutter".........etc.........to imply some perversion....
