I have seen tons of situations, more than 20 years worth, and the player never touches the ball, sometimes is not even close to touching it, but simply moves towards it, which is intent, if they do not want to touch it, move away, how could the number 20 player of usa not have intent, when he followed his fellow american who did score, but for the call it does not matter
Intent matters, whether u succeed in touching or not, i have seen players kick at the ball, and never even touch it, maybe b/c the player is off balance or the thing has effect on it, and moved in a way they did not expect, but how fifa defines it and i have seen it called FOR years, it does not matter, b/c u are trying to play it, period, FUCK the usa
FIFA and the International Football Association Board (IFAB) define intent not as a psychological state, but as physical, observable actions. Referees are taught not to guess what a player is thinking, but to evaluate their mechanics based on the Laws of the Game. [1, 2, 3, 4]
Specific scenarios and their rules include:
1. Handball
- Deliberate Act: Moving the hand or arm deliberately toward the ball results in a foul.
- Unnatural Position: A player is strictly penalized if their hand/arm makes their body "unnaturally bigger". If an arm is away from the body in a position not justified by the player's movement, the player takes the risk of being hit.
- Immediate Scoring: Any goal scored directly or immediately with the hand/arm is disallowed, even if it is entirely acciden
