They have him in an American federal court; it should be an international court. ICJ is part of the United Nations, whose headquarters is in New York City. He is not a citizen of the USA; does it not makes sense for it to be an international court?

Trump has insisted that the U.S. is not at war with Venezuela, but has warned that he could launch further military action in the country if Rodríguez and other government leaders do not cooperate with his administration’s demands.
