Why we have alerts.  Why people are supposed to work together, some damage, but not much to Texas.  They received evacuees.  Also, before hand they didn't know exactly where it would hit, they do change course sometime.  Our leaders are supposed to coordinate and work together, which is why we elect them.

Hurricane Katrina caused minimal direct damage in Texas in 2005 but resulted in a massive influx of evacuees (around 220,000 people), primarily in Houston and the surrounding areas, turning Texas into a major refuge; later, Hurricane Rita (September 2005) caused significant damage in Southeast Texas and the Gulf Coast, affecting Texas more directly with destructive winds, flooding, and oil/chemical spills, leading to major evacuations and destruction in counties like Jefferson and Orange. 
Katrina's Impact on Texas (August 2005):
  • Evacuation Hub: Texas, especially Houston, became the primary destination for people fleeing New Orleans, with the Astrodome serving as a major shelter for tens of thousands.
