I'm not sure now, but i remember reading that of all the different ethnic groups within the USA, the Vietnamese had the most percentage living below the poverty line, like 40% by one stat.  Things change, the poor usually suffer the most when these catastrophes hit, and the Afro Americans and Indians/Native types are usually a target.

Yes, during the 1990s, Vietnamese Americans experienced a significantly higher poverty rate in the U.S., with around 24% living below the poverty line in 1990, compared to 10% for the average American family, reflecting challenges faced by recent immigrant groups despite broader national poverty reduction. While Vietnam itself saw huge poverty drops in the 90s due to economic growth, Vietnamese immigrants in the U.S. still faced considerable economic hardship, though their rates gradually declined from these high levels.
